The Lagos State Government has declared 176 housing estates across the state, including major developments such as Adron Homes in Elerangbe, Anchor Homes in Elephane, Lekki County Homes, Urban Shelter, and Isimi Eko, as illegal. The announcement, made public on Monday, has triggered widespread concern among subscribers and real estate investors.

In a statement signed by Oluwole Sotire, Permanent Secretary of the Office of Physical Planning, the government said the affected estates — many located in high-growth corridors such as Eti-Osa, Ajah, Ibeju-Lekki, and Epe — were established without securing the required layout approvals.

“The developers have been given a 21-day ultimatum to process their layout approvals or face the sealing of their estates,” the statement read, adding that these developments violate sustainable urban planning principles and breach the T.H.E.M.E.S+ Agenda of the Lagos State Government.

According to Sotire, the enforcement action is not a mere routine but part of the ministry’s statutory responsibility to ensure all estate developments, whether public or private, undergo proper layout approval. This, he said, is essential to building a resilient and smart city in line with global best practices.

He also called on developers and real estate practitioners to ensure full compliance by registering with the Lagos State Real Estate Regulatory Authority (LASRERA) — the government body responsible for regulating and coordinating real estate activities across the state.

Echoing similar sentiments, Kehinde Oshinaike, General Manager of the Lagos State Physical Planning Permit Authority (LASPPPA), urged developers and property owners with existing but unapproved structures to take advantage of the ongoing 90-day amnesty window to regularise their developments. This involves obtaining the necessary planning permits and aligning their projects with the state’s physical planning regulations.

Other affected projects include: Paragon Terraces, Abraham Adesanya, Ajah; Prime Water View Estate, Lekki Phase I; Westwood Park Estate, Phase I; London Park Phase II, Eleko; Aina Gold Estate, Okun-Folu; Diamond Estate, Eputu; Prime Water View Garden, Ikate Elegushi; and Royal View Estate, Ikota.

Havilah Villas – Orchid Road, Lekki; Urban Shelter Estate, Ibeju-Lekki; Westwood Park Estate, Phase I, Ajah; Beach Front Garden, Akodo; Cedarwood Boulevard Estate, Okun-Ajah; Courtland Villas, Sangotedo; Shelter Estate, Eleko; and Delight Estate and Resort, Off Epe-Itoikin Road were also listed.

The move, while aimed at sanitising the real estate sector and ensuring sustainable growth, has thrown many investors into uncertainty, especially those who had purchased properties in the affected estates under the assumption that the projects were legally compliant.
