The Federal Capital Territory Administration (FCTA) has introduced a strict new policy barring workers on Grade Level 14 and below from using smartphones or any internet-enabled device while on duty, SaharaReporters has learnt.
The directive which was issued through a circular dated November 28, 2025 was addressed to all heads of units, divisions, and sections in the Department of Land Administration and the Abuja Geographic Information System (AGIS). The memo was signed by Amaka Ezike, Assistant Director of Administration, on behalf of the Acting Director.
Under the new rules, staff members will no longer be allowed to carry or operate smartphones, smartwatches, tablets, or other smart gadgets within the office during working hours. The Administration says the measure will be fully enforced from Monday, December 1, 2025.
To manage the rollout, management has provided secure lockers where employees must deposit their devices each morning. Access will only be permitted during scheduled break periods.
The memo also referenced a staff meeting held on November 18, where workers reportedly agreed that only basic phones without internet capabilities—popularly known as “torchlight phones”—would be permitted for essential communication.
“Affected officers are advised to comply strictly with the directive,” the circular warned, noting that violations would attract disciplinary actions.
Senior officers have been instructed to ensure their teams comply fully with the ban and to circulate the directive among all junior staff.
The FCTA says the measure is part of efforts to improve productivity and maintain discipline within the departments.
