Five years after his passing, the legacy of Dr. Maikanti Kacalla Baru, former Group Managing Director (GMD) of the Nigerian National Petroleum Corporation (NNPC), continues to inspire public service professionals and institutional reformers across Nigeria.

Appointed GMD in 2016 at a time when the NNPC was grappling with low public trust, pipeline vandalism, and opaque governance, Dr. Baru saw his role not just as a job, but as a national calling.

He was a First-Class engineer, who combined technical brilliance with exceptional leadership, developing the now-celebrated 12 Business Focus Areas (12 BUFA). This reform blueprint aimed to reposition the NNPC into a commercially driven, transparent, and efficient national oil company, while promoting stakeholder engagement and institutional accountability.

Baru’s reforms directly addressed issues of financial opacity, instituted open contracting and procurement processes, and brought stability to the Niger Delta through constructive engagement.

Institutional Impact

One of Baru’s most praised initiatives was the alternative funding model for Joint Venture operations, which significantly reduced the government’s cash call burden, freeing up critical funds for national development. He also drove down the cost of crude oil production from $27 to $22 per barrel, a move that enhanced Nigeria’s global competitiveness amid market volatility.

Throughout his tenure, he remained committed to staff development, championing meritocracy, mentorship of young engineers, and capacity building across the organisation.
